  Superintendent Mark Fenton a 27-year veteran of the force was found guilty last year for ordering indiscriminate arrests.
   

Some of the 600 people who were wrongfully detained argue Fenton should be fired.
   

But the prosecutor says a one rank demotion for a year,which would cost the superintendent between 10-thousand and 15-thousand dollars in lost pay, would be a ``meaningful consequence.
